PLANS to replace two bungalows with a two-storey block of 14 flats are being recommended for approval, in the face of more than 100 objections from neighbours.

Developer Sandhurst New Homes wants to build 11 two-bedroomed and three single-bedroomed flats in Bull Lane, Rayleigh, with 12 parking spaces and a new access road on Highfield Crescent.

The firm’s proposal has prompted 120 neighbours to write letters of objection to Rochford District Council.

Objectors argue the development would be out of character with the surrounding bungalows voice concerns about increased traffic and possible parking problems.

At present, the site, opposite the King George V Playing Field, holds a pair of semi-detached bungalows.

Two previous applications for as many as 19 flats have already been refused by the council in the past two years because they were considered too big for the site.

However, the council’s head of planning Shaun Scrutton’s report on the latest application says: “The proposal is considered not to cause demonstrable harm to any development plan interests, including the character and appearance of the area and or residential amenity, such as to justify refusing the application.”

He adds the building “would not prove to be out of character in the wider context of this location”.

Rayleigh Town Council and Rayleigh Civic Society have joined neighbours in objecting to the proposal.

Councillors will decide on the application at a meeting on Tuesday.
