PLANS to turn a former cinema into a hotel are being recommended for approval by council officers.

The Robins cinema in North Gunnells, Basildon, has been shut for ten years, but could soon become a 97-bedroom hotel if planning committee members approve proposals.

The four-storey hotel, which would feature a restaurant and bar, would be set in a T-shaped building and include retail space.

The application comes four years after proposals were first put forward to change the cinema site into a hotel and flats.

Pat Rackley, Labour councillor for St Martin’s ward, welcomed the plan, but said: “It’s a good idea, there is certainly a need for a hotel in the town centre. My only concern will be parking. That is a real problem in the town centre.”

The application includes no car parking facilities, but in their report to the development control committee, council officers point out the Great Oaks multi-storey car park has 1,300 spaces and is located next door.

The report also says the hotel’s design would present a “stylish, contemporary appearance, in contrast to the stark, dated image provided by the existing one”.

It is hoped 45 new jobs would be created by the development, and the council has imposed a three-year deadline on the developer to begin work, should the scheme be approved.

The council has also asked for £45,000 from the developer to spend on transport and environmental improvements in the area.

The report adds: “This proposed development would enhance a neglected and run-down part of the town centre.

“A hotel would add vitality and interest to this part of the town and provide accommodation for clients of businesses and tourists visiting the area, as well as providing employment benefits.”

Only one complaint has been received by the council, questioning the need for a hotel in the area. The application is set to be decided on December 16.
